Andrew is an improvement specialist with 24 years’ experience in driving performance improvement and transformation. He began his career implementing process improvements in a global aerospace organisation before moving into management consultancy, delivering efficiencies across the public sector.

 

He has held leadership roles across health and local government, directing large-scale change initiatives that make a real difference to the lives of patients and citizens. With a proven track record of aligning strategy to operational delivery, Andrew is skilled in supporting organisations to meet challenging efficiency targets, redesign services around people and communities, and implement digital solutions that enhance care pathways.

  • ICS-wide Transformation Programme – Directed the development of a multi-year transformation roadmap to drive a portfolio of change programmes, aligning system-wide priorities, commissioning intentions, and financial recovery goals, underpinned by robust governance and partner engagement.

  • ICB Operating Model – Led the design of a comprehensive place-based target operating model, defining functions, roles, decision-making structures, and partnership interfaces to enable integrated care delivery and improve system-wide coordination.

  • Urgent Care Flow – Delivered a rapid improvement programme to optimise hospital discharge processes, implementing targeted interventions that reduced length of stay and streamlined patient flow through integrated health and care teams.
